The Digital Belt and Road Program (DBAR) is an initiative under the International Research Center of Big Data for Sustainable Development Goals (CBAS), hosted by the Aerospace Information Research Institute, Chinese Academy of Sciences (AIRCAS). The program aims to leverage Earth observation technologies, big data, and advanced scientific research to promote sustainable development across the Belt and Road region. The DBAR fosters international collaboration by providing scientific data, technical expertise, and solutions to address key global challenges, particularly those outlined in the Sustainable Development Goals (SDGs).
About DBAR ICoE – Bangkok
The DBAR International Centre of Excellence (ICoE) in Bangkok, Thailand, is a key regional hub under the DBAR initiative. Focused on climate change, disaster risk management, and environmental sustainability, the center facilitates cutting-edge research, fosters innovation, and strengthens capacity building across Southeast Asia. In partnership with the National Research Council of Thailand (NRCT), the DBAR ICoE – Bangkok plays a vital role in enabling regional collaboration through knowledge sharing, data exchange, and the dissemination of best practices. By aligning efforts with priority SDGs, the center helps strengthen resilience to environmental challenges in the region.
In 2018, the MoU (Memorandum of Understanding) between the Digital Belt and Road Program of the International Research Center of Big Data for SDGs, Chinese Academy of Sciences (CAS), and the National Research Council of Thailand was signed in Bangkok. This partnership solidified the collaboration between these institutions in applying Big Earth Data to support SDG research and promote sustainable development across the region.

ICoE-Bangkok is one of Nine such centres globally, joining counterparts in the United States, Finland, Italy, Pakistan, Morocco, Russia, and Zambia.

To serve as a leading regional hub for integrated climate change, disaster risk, and environmental research. It seeks to harness the power of Big Earth Data to address the urgent environmental and development challenges of Southeast Asia, contributing to the achievement of the Sustainable Development Goals (SDGs) and enhancing regional collaboration for a sustainable and resilient future.
Our Mission
- Promote Research and Innovation: Conduct cutting-edge research and foster innovation in climate change, disaster risk reduction, and environmental sustainability using Earth observation technologies and big data analytics.
- Enhance Regional Cooperation: Strengthen collaboration between Southeast Asian countries and global partners, facilitating the exchange of knowledge, expertise, and resources to advance SDG-related efforts.
- Build Capacity and Empower Stakeholders: Develop the skills and expertise of local scientists, policymakers, and practitioners through training, workshops, and collaborative research, ensuring that sustainable solutions are developed and applied effectively at regional, national, and local levels.
- Support Data-Driven Decision Making: Provide decision-makers with actionable insights derived from Earth observation data and other scientific research, supporting informed policy-making and planning for sustainable development.To provide timely and actionable information to support evidence-based decision-making and policy development.
